The currently development of information technology is so quick and significant. This development has resulted in a change in technological role in business or organizational world. It started from efficiency, effectiveness until to strategic roles. The effectiveness role is to exchange human role with a more information technology; effectiveness role is to provide for information in effective managerial decision making. And curently, information technology roles are not only for efficiency and effectiveness issue, but it has been strategic one, where it has been also used for competitif winning. Due to its strategic role, information technology is also called as strategic weapon, because it has been utilized as effective tool for competition and today this information technology is also called as enabler, namely, it can make effectively to get its competitive advantage.
In this information era an organizational business activity is not separable from Information System (IS) and Information Technology (IT), IS is an efficient tool to create winning in industrial competition, enabling organization to make in back office process efficiency, to increase services quality for consumers, and to sell product in the market.
An organizational competition advantages supported by information system must be fitted with its business process and planning maturity in the future for competitive winning. The IS serves as devices in assisting an organization to realize its objectives. Organization must perform its business demand exploration and evaluate its information technology resources, thus it can obtain opportunity that can be utilized and developed by envolved actors in organization.
An intensive competition in university environment, both public or private university, certainly require for strategy that capable to award such competition. The STMIK Mikroskil is a private university which is currently perceiving a very fast business growth. In attempt to realize the STMIK Mikroskil’s objectives defined in its vision and mission, it requires for business strategy or IS/IT strategies. To award struggles in this competition, the STMIK Mikroskil designs IS/IT strategies plans in compactible with business strategy. For developing a good IS/IT strategic plan, it will be demanded a framework for IS/IT strategic planning that can help to optimalize organization IS/IT strategic roles and increase its business value as well as to create STMIK Mikroskil’s competitive advantages.
Basic concepts used developing a framework for Information system and Information Technology (IS/IT) Strategic Planning in this university is methodology proposed by John Ward and Joe Peppard. The research methods used are, among other, literature study, namely, a direct observation on university three function activity (especially in educational and evaluate and analyze theoritical foundations used in developing of the IS/IT strategic planning framework.
The proposed IS/IT strategic planning framework consist of 5 phases, namely : phase-1 is the prepatory initialization for the IS/IT strategic planning, phase-2 to understand business and information needs, phase-3 is to determine IS/IT targets, phase-4 is to determine IS/IT strategies and phase-5 for planning and implementation. Strategic analysis uses PEST, BCG Matrix, Five Porter, SWOT, Value Chain, CSF and KPI analysis.
Results obtained from research activity is to develop an integrated IS/IT strategic planning framework, thus it will enable management to manage its resources in making of demanded and accurate information that can be mutually used by all parties.
Conculation obtained from this finding is that proposed framework of the IS/IT strategic planning design can be implemeted and utilized as tool in making of the STMIK Mikroskil IS/IT strategic plans in the future.
